It's that utter cow, Dolores Umbridge. She made the most unbelievably smug speech at lunchtime to 'all the dear boys and girls,' all about how she had the support of 'the entire staff' and the Board of Governors.

Headmistress, we have to get you back.

The half-bloods are especially worried. Afraid, even. There's muttering that Umbridge will find ways to expel every last one of them so they can go work as janitors or something. She's made it clear she doesn't have much use for people who aren't pure bloods.
